The Association for Computational
Linguistics (ACL) is proud to welcome you to its forty-first
annual meeting, held for the first time ever in Japan! We
look forward to six days of exciting scientific exchange:
research papers, technical demonstrations, and -- as a
novelty introduced here for the first time -- animated
posters. We are grateful especially to Dr. Araki, who has
enthusiastically assumed local arrangements'
responsibilities, and to conference chair Prof. Tsujii
(Tokyo) who has put together a fantastic team, organizing
sessions for research presentations, workshops, tutorials,
student sessions, and industrial displays.
The natural beauty of Hokkaido,
the "top of Japan" promises to serve as a perfect background
for an exciting meeting, and Dr. Araki has arranged for this
conference to be the first use of Sapporo's beautiful new
conference center. Participants will also have the
opportunity to become acquainted with world-famous Japanese
cuisine.
The Association for Computational
Linguistics represents the professional interests of all
those who examine language from a computational perspective
-- whether in fundamental theory, experimental investigation
or commercial application. The ACL hold an annual meeting
which is the most important gathering of scientists,
engineers and students in this dynamic field.

ACL 2003 is the second international meeting of
the Association for Computational Linguistics (ACL) in Asia,
following the success of ACL 2000 in Hong Kong. In Asia, we
speak a wide variety of languages including Chinese, Indian
languages, Japanese, Korean, Thai, Malay, Indonesian, etc.
which are linguistically very different from each other.
This diversity poses real challenges to both theories in CL
and computational applications in NLP, and has thereby
contributed to development of new ideas and techniques in
language processing.
Since ACL 2000 in Hong Kong there
has been an exciting organizational collaboration in Asia
that has culminated in the creation of AFNLP (Asian
Federation of Natural Language Processing Associations), the
objective of which is to promote co-operation among
researchers and coordinate activities related with CL and
NLP in the region. ACL 2003 is organized by the Association
for Computational Linguistics (ACL) in association with
AFNLP.
As the General chair of ACL '03 as
well as the acting chair of the steering committee of the
AFNLP, I am pleased to welcome you all in Sapporo. I hope
that you will enjoy the real flavor of Asia and Japan, and
that ACL03 will be yet another successful occasion that
strengthens links among researchers in the region and the
world.

In Japan, Computational Linguistics is popular,
and there are many researchers in Natural Language
Processing which is machine translation, spoken language
processing and so on. The infrastructure of information
technology comes into wide. Sapporo's well-devloped
transportation system allows for easy access to and mobility
within the city, and a variety of accommodation facilities
and advanced convention facilities provide a perfect setting
for various international events. The success of such events
is ensured by the cooperation of local government and
volunteer support. We can therefore give you comfortable
conditions for ACL 2003. Sapporo the capital of Hokkaido,
and has been developed on a full scale as a new frontier of
Japan since the late 17th century. The city developed
rapidly, becoming the largest in the Northern Pacific Rim
Region and the fifth most populous in Japan. With more than
10 universities, including Hokkaido University, which was
originally established as the first agricultural college in
Japan, Sapporo is also an academic city. The city is blessed
with natural abundance, surrounded by mountains and filled
with greenery.
